A skills matrix is used to see, for a team or a job, who is proficient in what, at what level, and where the gaps that need to be closed lie.


It generally takes the form of a table: employees are cross-referenced with the skills expected for the role, and each cell shows a proficiency level.


The principle is simple to understand. The real challenge begins when the matrix has to reflect the skills that are genuinely needed for the role, be kept up to date, and be used to decide something concrete: training, coaching, organizing cross-skilling, or securing know-how before someone leaves.


What is a Skills Matrix?


A skills matrix is a table that cross-references employees, positions, or a team with the skills needed for their activity. Each intersection corresponds to a proficiency level.

A useful matrix is not built from vague labels.


Writing "Maintenance: level 3" provides little information. It is far more useful to break the activity down into observable skills: diagnosing a fault, replacing a part, applying a lockout procedure, or filling out the intervention report.


The matrix becomes actionable when the level shown reflects what the person is actually capable of doing, rather than a general impression.


Required, acquired, and skills to develop: three concepts to distinguish

Required skills


These are the skills needed to perform a job, hold a position, or carry out an activity at the expected level. For each of them, the organization should ideally specify the required proficiency level.


The question is:

What do you need to know how to do to properly hold this position?

Required skills are generally defined in a job or skills framework.


Acquired skills


These are the skills a person actually masters at a given point in time.


The question is no longer what the job requires, but :

What can this person actually do today, and at what level?


This is precisely the information the skills matrix is meant to make visible.


To be reliable, the observed level can be linked to several pieces of information :


  • The source of the assessment

  • A piece of evidence or a situation that validated the skill

  • The person who carried out or validated the assessment

  • The date the level was recorded


A self-declared skill, a skill estimated by a manager, and a skill actually observed in a work situation do not necessarily carry the same level of reliability.

Comparing required skills with acquired skills reveals the gaps.

A matrix can be limited to a name, a skill, and a number.

But for the data to be truly usable, four pieces of information are particularly important.


The expected level

What proficiency level does the position actually require?

Knowing that an employee is at level 3 means nothing if you do not know whether their position requires level 2, 3, or 4.


The observed level

What can the person actually do today?

As far as possible, this level should correspond to precise, observable criteria.


The evidence or source of the assessment

What is the displayed level based on?

A self-assessment, a managerial appraisal, a test, a certification, or an observation in a work situation do not all carry the same weight of evidence.


The date of the assessment

A skill is not necessarily acquired once and for all.


Practices evolve, some skills are rarely used, procedures change, and some authorizations expire. The date shows when the level was last verified.


A robust matrix therefore answers not only:

“What is this person's level?”

but also:

“What level was expected, when was it last verified, and what is this assessment based on?”


How to build a skills matrix in 6 steps ?


Here are six steps that start from real work rather than a theoretical template imposed on the team.


Step 1: Define the scope


Choose what the matrix should cover:

  • A team

  • A job

  • A workshop

  • A site


A matrix focused on a critical job is easier to build and maintain than an exhaustive map of the entire company from the outset.


Step 2: Identify the activities and skills needed


Start from real work :


  • What activities are carried out in this position?

  • What skills are required to perform them correctly?


Managers and subject-matter experts are especially useful here, since they know the skills that are actually used, including those that do not always appear in job descriptions.


Step 3: Define the proficiency levels


Choose a simple scale, for example from 0 to 4.

What matters is not the number of levels, but the fact that each one corresponds to an identifiable capability and is interpreted the same way by everyone.


Step 4: Define the expected level


This step is often overlooked. Knowing that Marie is at level 3 is not enough: you need to know whether her position requires level 2, 3, or 4.


Without this reference point, the matrix shows levels but does not really show gaps.


Step 5: Assess the skills


This is really where the quality of the matrix is decided.


A person may claim to master a skill. A manager may have a different perception of it. An observation in a real situation provides yet another quality of information.


For operational skills, linking the assessment to concrete situations and observable behaviors helps bring the matrix closer to the reality of the work.


Step 6: Turn gaps into actions


A matrix is only worthwhile if it leads to a decision.


For each gap, should you :

  • Train?

  • Coach?

  • Organize hands-on practice?

  • Have an experienced colleague pass on their know-how?

  • Recruit?


The matrix then becomes a management tool, not just a table sitting in an Excel file.

Take a production team of four people in a position requiring several core skills.

Which proficiency levels should you use?


There is no universal scale. Four levels are often enough:


Level 1 — Discovery

The person knows the basic principles but does not yet carry out the activity alone.


Level 2 — Supported


They carry out the activity with the help of a colleague or an on-the-job trainer.


Level 3 — Autonomous


They carry out the activity alone, in the expected situations, at the expected quality level.


Level 4 — Advanced mastery and knowledge transfer


They can handle a range of situations and pass on their know-how to others.


This last category is particularly useful for identifying employees who could become mentors or on-the-job trainers.


“Level 3 = good” is not enough.


A good scale allows two different assessors to reach a comparable appraisal, because each level corresponds to observable criteria.


Common mistakes in a Skills Matrix


Confusing completed training with mastered skill

Finishing a training course or obtaining a certification does not automatically prove that a person can still carry out an activity in their real work environment.


Using skills that are too general

“Maintenance,” “logistics,” or “customer relations” are often too broad to allow for a genuinely useful assessment.

You need to break things down with enough granularity so that the skill can be tied to an observable activity.


Relying only on self-assessment

Self-assessment can provide interesting information, particularly for identifying a perception or a development need.

But for a critical skill, it is not necessarily sufficient proof of mastery on its own.


Assigning levels without shared criteria

If each manager gives their own meaning to levels 1, 2, 3, or 4, consolidating the matrix quickly loses its value.


Not planning for the matrix to be updated

A matrix that is accurate when it is created can become inaccurate a few months later if positions, people, or skills change.

How to keep a Skills Matrix up to date ?


Building the initial matrix is only part of the work.


For it to stay reliable, you need to define who can produce, verify, and update the skills data.


A few simple rules help prevent it from gradually becoming outdated :


  • Identify who is authorized to assess a skill

  • Use the same assessment criteria across teams and managers

  • Record the validation date

  • Keep, where necessary, the evidence or situation used to validate the level

  • Plan for the reassessment of skills that evolve or are rarely used

  • Update the matrix after a new validation or a change of position

  • Track certifications or authorizations that are due to expire


So the right question is not only: “Have we built a matrix?”

but: “Can we still trust what it shows six months from now?”

The two concepts are related but do not answer exactly the same question :
